Greece's remarkable journey towards tax compliance is a story that deserves to be told. The country has achieved an impressive 61% reduction in its VAT gap over six years, a feat that has not gone unnoticed by the European Commission. The VAT gap, a measure of the difference between expected and actual tax revenue, has been a focus for Greece's Independent Authority for Public Revenue (AADE). In 2017, Greece's VAT gap stood at a concerning 29%. However, by 2023, this gap had narrowed significantly to 11.4%, marking a remarkable turnaround. This reduction is not only substantial but also the largest recorded among all EU member states over the 2017-2023 period.
Greece's progress didn't stop there. Between 2022 and 2023, it was one of only nine countries to further reduce its VAT gap, achieving the sixth-largest annual decrease. Additionally, Greece ranks among the top four EU countries with the lowest VAT gap linked to fraud by missing traders.
The AADE governor, Giorgos Pitsilis, has emphasized that these reforms are not just about numbers but also about strengthening public revenues, supporting economic growth, and promoting fair competition.
And this is the part most people miss: the downward trend is expected to continue. Preliminary estimates for 2024 suggest a further reduction to 9%, which would be an incredible achievement.
